How Does It Work?
1. Assessing Your Yearly Bill
Your landlord is required yearly to send you an overview of the utility costs incurred, as well as other costs, and send you a bill. The monthly fee you pay is an advance on that yearly bill. By the 30th of June every year, your landlord must send you this bill, in the form of a summary of all actual costs of the preceding year. This means that for the year of 2015, your landlord is obliged to send you an overview before the 30th of June, 2016. For all relevant dates, please see the table below. This means that you can still start a procedure for reimbursement of the 2014 and 2015 advancements you paid. Has your landlord not sent you a bill in time? Then you can start a procedure. Incidentally, your landlord must justify all amounts on the bill, for instance by showing you the utility bills he has received.
2. Assessing Your Monthly Advance
You can start this procedure if you want to test if your monthly advance is fair and realistic.
3. Assessing Both Your Bill and Your Advance
This combines the first two options; compare above.
It Pays to Start a Procedure
Sikkom has done a study of Huurcommissie rulings for the city of Groningen. This study shows that tenants can save a lot of money on their monthly advances. Averaging all procedures at Huurcommissie that checked monthly advances, tenants were reimbursed for 52% of their original service costs.
